SAN DIEGO, CA -- September 29, 1999 -- Royale Energy, Inc. (NASDAQ: ROYL ), an oil and natural gas exploration company, announces the drilling of the West Cameron Block 72 well in the offshore waters of the Louisiana Gulf Coast.  The operator of the well is Basin Exploration, Inc. (NASDAQ: BSNX).  Drilling operations began Monday, September 27, 1999.

The company also completed drilling at Hastings Ranch in California's Sacramento Basin.  The Royale Hastings Ranch #1 was drilled to 10,400 ft. and encountered several potentially productive natural gas filled sands.  The well will be tested the first week in October.  The Hastings Ranch #1 is the eighth well the company has completed out of 10 wells drilled in 1999.
